| Description: | Expression of Interest: Consultant for National agribusiness value chain specialist There are substantial opportunities to scale up climate resilient agricultural supply chains for high value commodities in lao pdr, generating benefits in terms of income growth and poverty reduction, food security and nutrition, and economic growth and export earnings. However, sustainable financial services and associated support services for agrifood system actors are underdeveloped, constraining the expansion of green agrifood supply chains and preventing the growth of the agribusiness sector. Insufficient productive infrastructure in many rural areas also constrains agrifood systems growth. This initiative will review the financing, support services, and infrastructure requirements for the growth of climate-resilient agrifood systems, and assess the constraints and potential of the range of financial institutions and other service providers to meet demand from agrifood system actors. It will generate a concept paper for an ensuing investment project to be financed by adb. In this context, agrifood system actors include producers (micro/small/medium/large) and their associations, and enterprises and agribusinesses involved in contract farming, input supply, trade, transportation, storage, processing, packaging, distribution, wholesale, retail, and export. Relevant financial institutions (fis) include commercial banks, microfinance institutions, savings and credit unions, village banks and village funds, leasing companies, and insurance companies. Scope of Work: Support the international agribusiness / value chain specialist to undertake the following:- assess opportunities for the scaling up of sustainable agrifood systems for high value commodities with comparative advantage, market demand and growth potential. - assess the provision of services (training, technology, business development, trade promotion, digital intermediation, etc) to agrifood system actors. - assess demand for financing from the various agrifood systems actors for the high value commodities identified. - assess the productive infrastructure requirements for the scaling up of agrifood systems for the selected high value commodities. - develop the scaling up agrifood systems component of the concept paper for the proposed climate-resilient agrifood systems financing project.
