Description: | Expressions of interest : Consultant for Research analyst (indonesia specialist) The statistics and data innovation unit (sdiu) of economic research and regional cooperation department (ercd) has been strategically implementing statistical capacity building (scb) projects for national statistics offices (nsos) of developing member countries (dmcs) based on their identified needs over the years. the knowledge and support technical assistance (ta) for development of new statistical resources and building capacity in new data sources and technologies, through japan fund for prosperous and resilient asia and the pacific aims to equip policymakers with the necessary tools to understand the impact of shocks on different sections of the economy and society in a timely and granular way. the ta is designed to create a broad set of use cases for these data tools, which can be broadly categorized as "big data", and advanced statistical tools such as satellite accounts and seasonal adjustment of economic indicators. these tools and techniques have wide applications in public sector management, public finance, climate change, poverty reduction, and health. through the development of these data tools and use cases, developing member countries (dmcs) can measure and track different areas of their society and economy, and thus will be better prepared to cope with future crises. these goals are aligned with the asian development bank (adb) strategy 2030 operational priorities (ops). the ta also facilitates better monitoring of the sustainable development goals. the ta requires the services of a research analyst for the conduct of the feasibility study described and an expert on small area estimation (sae) and innovative data analytics on the conduct of finetuning of the method of mapping the spatial and temporal distribution of poverty by integrating innovative sources of data with household surveys conventionally used to compile poverty. currently, the project has 2 pilot economies: maldives and indonesia. the consultant will handle the indonesia component and will work with other fellow local and international consultants on the general scope of the project. The purpose of the assignment is to provide research assistance in compiling and examining relevant survey data available from the indonesia, conduct intensive literature related to (i) geospatial analysis and mapping of poverty and other socioeconomic indicators, (ii) small area estimation techniques for socioeconomic indicators, (iii) big data and nontraditional sources of data; employ statistical techniques and perform socioeconomic analysis using software packages such as r, stata, python, arcgis, qgis, etc.; (iv) preparing technical report/documentation that will summarize the methodologies, reviewed literature, and statistical and econometric techniques employed under ksta 9356 project; and (v) providing technical and administrative assista |
